If the fulfillment centres woud select the parcels by weight and size, local couriers could deliver these instead of pickup vans. The fc could sort the smallest parcels into good quality courier bags, up to size of the bag or weight limit of 20kg. the regular courier vans could take these ready bags into local lockers, eg. in London, where parking and driving is difficult, and riders would apply for delivery blocks based on their preferred area. They pick up a bag, deliver it and if they want to continue, they apply for another, if available. They are responsible for the bag, so they have to return them within a few days, it's marked with a qr code. This way the van delivery of envelopes can be reduced and carbon footprint reduced. Also parking issues sorted in cities.
