Unmet Need: Supervisory control and data acquisition (SCADA) manufacturers are considering moving SCADA systems to cloud-like settings to obtain cost, scalability, and fault-tolerance benefits. In such settings, a few large cloud SCADA providers could manage SCADA systems for many individual utility companies. While this can lower utility companies’ costs, simplify their management, and potentially offer new features and services, it raises critical security and confidentiality issues.
